DuPage River Trail Detour
The DuPage River Trail is now open between Pioneer Park and Hobson Road. The trail segment from Hobson Road to Bailey Road will continue to be closed. Trail users are advised to use the following detours:
Project Status (UPDATED May 6, 2010)
Construction of the improvements at 75th Street and Washington Street are going well and remain on schedule.
The first stage of construction is now complete, this includes:
- The south half of 75th Street.
- The south half of the new bridge.
- The east half of Washington Street.
- Both sides of Hobson Road.
- A series of retaining walls between Washington Street and the river. These walls have decorative reinforced concrete faces giving the appearance of stacked stone.
The second stage of construction is now underway. The following activities are in progress:
- Replacement/widening of the north half of 75th Street.
- Reconstruction of the north half of the 75th Street bridge over the Dupage River.
- Replacement of the west half of Washington Street.
- A new pedestrian tunnel beneath Washington Street.

A team of city staff reviews each resident request and concern related to the 75th and Washington intersection Improvement Project. Following is a matrix detailing the concern/request and the city's response.

Why will the 75th St. and Washington St. construction project take two years to complete?
When you consider the intergovernmental effort, permitting requirements, coordination of multiple crews and traffic management thru the area, there are literally “hundreds of steps” necessary to make this project a reality. Here are some of the key reasons why construction is anticipated to take two years.
- It is necessary to keep the intersection open during construction to accommodate traffic demands. This means work can only be done on one half of the road and bridge at a time. Closing this intersection is not a practical option because other roads in the vicinity do not have the capacity to take all of the traffic if Washington Street and 75th Street were to be closed down.
- With the roadways remaining open year round, to effectively remove snow and ice, the contractor needs to shut down major activities and open up additional lanes of traffic from December through February.
- Construction activities are generally limited to 7a.m. to 10 p.m. because of the proximity of the homes in the area. Limited overnight construction activity may occur from time to time, with prior city approval, when necessary to minimize utility outages, traffic impacts and critical work progress.
- There are many utilities in the intersection that need to be relocated: sanitary sewer, water main, Naperville Electric, DuPage Water Commission water main, NICOR gas, ComEd, Comcast, Wide Open West and AT&T. Each of these utilities need to be relocated in coordination with each other and the other improvements. Each of these utilities also needs to remain in service during the relocation.
- Certain construction activities are limited by the time of year or weather conditions. For instance, asphalt paving and pavement markings are limited to warm weather. Watermains can only be relocated in non-peak periods, so therefore, not in May through September. Electric cannot be relocated in the summer months. Natural gas cannot be relocated in the winter. Sod placement is usually limited to the spring or fall, and certain plants need to be planted at certain times of the year.

During construction the city recommends that motorists seek alternate routes via other arterial roadways, including:
North/South Travel
- Naper Boulevard
- Plainfield/Naperville Road and West Street
- Route 59
East/West Travel
- Chicago Avenue and Aurora Avenue
- Ogden Avenue
- Diehl Road
- 87th Street and Royce Road
- Boughton Road
- 111th Street
For motorists who live or work in the area surrounding the Washington Street or 75th Street intersection, the city recommends seeking alternate routes on the collector roadway network, such as Modaff, Gartner and Olesen for north/south travel and Bailey Road for east/west travel.
Pace Route 678 Detour Route Effective March 2, 2009 (UPDATED)
Effective March 2, 2009, Pace Route 678 will implement a detour route around the 75th and Washington intersection.
Project Scope
Road Widening: Both 75th Street, from Olympus Drive to Oxford Lane, and Washington Street, from Bluebird Lane to just north of Tamarack Avenue, are being widened to three lanes in each direction.
Bridge Reconstruction: The bridge crossing the DuPage River on 75th Street is being reconstructed.
Pedestrian Tunnels: Pedestrian tunnels are being built under 75th Street and Washington Street to serve the two major regional trails that pass through the intersection.
Sound walls: Sound walls are being built along the perimeter the Maplebrook subdivisions. The wall will extend from Olympus Drive to Washington Street along the north side of 75th Street, from Clyde Drive to Washington Street along the south side of 75th Street, and from Bailey Road to just north of Tamarack Avenue along the west side of Washington Street. DuPage River Trail Completion: The DuPage River Trail will be completed from Hobson Road to Bunting Lane.
Landscaping Enhancements:To maintain a pleasant and natural appeal for trail users, the green space along the DuPage River Trail will be heavily landscaped to maintain its park-like setting.
In addition, the full perimeter of the sound wall will be landscaped to soften its look and enhance the character of the neighborhoods and the medians on Washington Street will also be landscaped to allow the roadway to better blend with the adjacent park and residential neighborhoods.
Frequently Asked Questions
Why Doesn’t the City remove parking on Washington Street in Downtown Naperville to Help Traffic Flow and mitigate congestion?
In 2006, the city conducted the Washington Street Parking Management Study, which evaluated the impact of the on-street parking on Washington Street in the downtown. The purpose of the study was to determine the influence of on-street parking with respect to vehicular, pedestrian, and bicycle mobility and safety as well as the economic vitality of the downtown.
The conclusion drawn from the study was that providing on-street parking during non-peak hours was a benefit to the downtown and the community. The on-street parking provides a visual cue to motorists that they are entering a downtown environment and provides short term parking for the businesses along Washington Street. Additionally, the parking enhances the pedestrian environment and reduces speeds along Washington Street in the downtown.
The city will continue to evaluate the appropriateness of the on-street parking on Washington Street in the future as we evaluate the need for additional parking in the downtown and as construction activity continues at the intersection of Washington and 75th Street. However, at this time, staff will not be recommending the elimination of the on-street parking on Washington Street.
Benefits to Community and Motorists
The 75th and Washington intersection improvements will benefit the Naperville community, DuPage County and motorists in many ways, including:
- Improved traffic flow.
- Reducing traffic congestion that can cause accidents.
- A reduction in pollution, increasing the quality of life of nearby residents.
- A reduction in the amount of cut-through traffic, maintaining safer neighborhoods for residents.
- Increased safety for pedestrians and bicyclists with the trail underpasses.
- It will provide a true gateway to the City of Naperville.
Partnerships and Cost
Intergovernmental partnerships between the City of Napeville, DuPage County, the DuPage County Forest Preserve and the Naperville Park District is essential in completing all components of the 75th and Washington Intersection improvement project.
Project Cost: Approximately $24 million
Why is this Project Necessary?
The intersection of 75th and Washington is one of the most traveled areas in the City of Naperville. It is well on its way to being pushed past capacity. Even modest projected growth in traffic will result in delays that are at least twice as long as they are today. The delays will not only be longer, but the rush hour periods will begin earlier and end later in the day. Action is needed now to avoid this situation in the future.

- Approximately 65,000 vehicles travel through the intersection at 75th and Washington per day.
- By 2025, the city expects the number of vehicles passing through this intersection to increase to more than 77,000 vehicles per day.
- Through the 1990s, the amount of traffic using the 75th and Washington Street Intersection increased by more than 72 percent.
