About the Environmental Sustainability Plan
Environmental awareness has always been at the forefront for the City of Naperville. Over the years, the city has undertaken a number of initiatives and programs that had a positive impact on both the community and the environment. These efforts and numerous others have helped the Mayor and City Council to endorse a strategic plan goal to define the city’s vision for environmental sustainability, address areas in need of improvement, and establish measurements for determining progress. The results of this goal are incorporated into the Environmental Sustainability Plan, which will help serve as a long-range planning tool for the city.
Since adoption of the Environmental Sustainability Plan, the City has made significant progress in order to achieve the plan’s goals and work program. Key accomplishments from FY10-11 and upcoming activities for FY11-12 have been incorporated into the year-end report for FY10-11.
Purpose
The purpose of the Environmental Sustainability Plan is to establish a long-term vision for environmental sustainability in Naperville, a guide for the city’s actions related to environmental leadership and initiatives over the next ten years.
Background
Environmental Inventory
As an initial step towards developing a Plan for Environmental Sustainability, the City Council requested that an inventory of existing policies and practices be created. This document was received by the City Council in October 2007.
Environmental Vision
As part of the city’s Fiscal Year (FY) 2009 Strategic Plan Initiatives, the Naperville City Council included a goal to develop an overall vision for environmental sustainability in the City of Naperville. An open house was conducted in September 2008 to solicit public input on new programs and initiatives that could be incorporated into an environmental work plan for the future. Meeting materials and a summary of public comments are provided below:
Greenhouse Gas Emissions Inventory
The Naperville City Council commissioned a greenhouse gas emissions inventory for Naperville, which is one of the first in the Midwest and one of the few in the nation.
The initial inventory was prepared based on data for calendar year 2005. The report will be updated every two years, with efforts to compile the data from 2007 currently underway. This report was presented to the City Council on June 2, 2009. The Council directed the staff to consider the recommendations for implementation and creation of the Environmental Sustainability Strategic Plan Goal. A copy of the 2005 report is provided below:
Strategic Plan
As part of the city’s Fiscal Year (FY) 2009-2010 Strategic Plan Initiatives, the Naperville City Council included a goal to develop an overall plan for environmental sustainability in the City of Naperville. Through this process, the city identified and evaluated different environmental policies and actions that was incorporated into a plan for environmental sustainability.
The draft Environmental Sustainability Plan and Work Plan recommendations were discussed at a City Council Workshop on April 13, 2010. The final Environmental Sustainability Plan was adopted at the June 1, 2010 City Council meeting.
