Downtown Naperville is a special place – a destination that stands apart from other communities in the region. Approved by City Council on April 6, 2011, fundamental themes of Naperville Downtown2030 include:
Maintaining a compact downtown that includes a mix of uses located within a distinct Downtown Core, Secondary Downtown and Transitional Use area;
Valuing the existing residential neighborhoods surrounding the downtown;
Preserving downtown’s small-town character through traditional building design constructed at a pedestrian scale;
Offering free and conveniently located public parking that is optimized through parking management strategies; and
Focusing on pedestrian comfort and safety in and around the downtown.
In addition, Naperville Downtown2030 offers new forward-thinking recommendations that will help to maintain the vibrancy of downtown and further enhance its desired culture. Below please find the following:

Planning and Zoning Commission Hearing 10/19
Following two open houses on August 31, 2011 and the Downtown Advisory Commission’s (DAC’s) review on September 21, 2011, the recommended amendments to the B4 (Downtown Core) and B5 (Secondary Commercial) zoning district regulations will be forwarded to the Planning and Zoning Commission for a public hearing on Wednesday, October 19, 2011, at 7 p.m. in the Council Chambers of the Naperville Municipal Center, 400 South Eagle Street.
The B4 and B5 zoning amendments modify the zoning code to reflect the recommendations of the Naperville Downtown2030 Plan (adopted by City Council April 2011). The amendments are aimed at providing distinction between the B4 and B5 zoning districts in order to further strengthen the downtown as a retail and activity center and also improve the transition between the downtown and outlying residential neighborhoods. The B4 and B5 zoning amendments are filed as Planning and Zoning Commission Case # 11-1-123 and may be viewed at the offices of the Transportation, Engineering and Development Business Group in the Municipal Center. You are welcome to attend the public hearing and provide testimony. Comments can also be submitted in writing to Community Planner Amy Emery at planning@naperville.il.us in advance of the hearing. Following the public hearing, the zoning amendments will be forwarded to the City Council for final approval at a future date.

Downtown Liquor Subcommittee Recommendations
Naperville Downtown2030 recognizes the need to complete the FY10-11 City of Naperville Strategic Plan Goal to “analyze the restaurant and bar mix in the downtown and consider amendments to the Naperville Liquor Code.” Since March 2011, a group of downtown stakeholders, including representatives from City Council, DAC, Liquor Commission, downtown merchants, downtown property owners, the Naperville Area Homeowners Confederation and others have been meeting regularly to discuss issues and opportunities. Initial recommendations from this group were completed in July 2011.
On August 16, 2011 the Naperville City Council directed that the Downtown Liquor Subcommittee be reconvened as the Liquor Subcommittee to discuss potential modification to the Class B Liquor License requirements in response to requests for additional Class C licenses.
