Final Draft of Ogden Avenue Corridor Engineering Design/Streetscape Plan Now Available!

Following is the final draft of the Ogden Avenue Corridor Engineering Design/ Streetscape Plan.

The plan was prepared by Christopher B. Burke Engineering in conjunction with city staff and the Ogden Avenue Oversight Advisory Committee. A public meeting was also held to reveal and seek input from the public and business owners.

The plan focuses on a number of components and improvements, including:

  • Existing overhead utility conditions
  • Corridor constraints (i.e. parkway, ADA accessibility, IDOT route)
  • Parkway tree plans
  • Roadway lighting
  • Parking lot screening concepts
  • Streetscape concepts for key intersection along the corridor. 

More specifically, the plan includes a palette of landscape and streetscape options to allow for flexibility and to aid property owners and the city in creating a cohesive look along the Ogden Avenue Corridor.


Next Steps 

Pending City Council approval, the Ogden Avenue Corridor Enhancement Initiative Engineering Design/Streetscape Plan will become an official amendment to the city’s Comprehensive Master Plan for Ogden Avenue and will serve as a guide for both public and private improvements along the corridor. 

Implementation of these enhancement initiatives will depend on a strong public/private partnership between the City of Naperville and private property owners. Implementation is expected to be completed over a 30 year time period.

Ogden Avenue Streetscape Engineering Design Phase I
In 2009, the City of Naperville hired a professional consultant team to help guide the Ogden Avenue Oversight Advisory Committee in further refining many of the strategies that were identified in the Ogden Avenue Corridor Enhancement Initiative.

The purpose of the Ogden Avenue Corridor Streetscape Engineering Design Phase I is to identify the constraints of the corridor and the feasibility of streetscape alternatives and several intersection improvements.  Phase I of this project focuses on the following:

  • Prepare an analysis of corridor constraints, including right-of-way, topographic, infrastructure and other physical features that will impact streetscape installation.
  • Developing alternatives for landscape/streetscape elements at intersections and within the right-of-way along the corridor.
  • Evaluating decorative street light designs.
  • Identifying and investigating the feasibility of relocating/burying overhead utilities.
  • Evaluating conceptual designs for potential intersection improvements along the corridor.
  • Preparation of plans to fill existing sidewalk gaps.
  • Prepare plans and specifications to install countdown pedestrian signals at the six signalized countdown pedestrian signals along the corridor.
  • Develop preliminary cost estimates and construction phasing recommendations for each of the plan components.

Plan Adopted by the City Council on February 5, 2008
After reviewing the Ogden Avenue Corridor Enhancement Initiative and hosting a public hearing on the document at its January 15, 2008 meeting, the City Council directed staff to prepare the necessary ordinances to adopt the plan at their first meeting in February.

On February 5, 2008, the City Council unanimously approved the Ogden Avenue Corridor Enhancement Initiative. The plan is now an official amendment to the City's Comprehensive Master Plan and will serve as a guide for improvements along the corridor. 

The final plan presented to the City Council reflects comments and suggestions recommended by the Ogden Avenue Oversight Advisory Committee, Transportation Advisory Board, and Plan Commission. To view the plan, visit the Naperville Comprehensive Plans page.

Efforts are now focused on implementation of the plan. Included in Section 7 of the Plan are nearly 60 strategies for implementation. Priorities in 2009 include initiation of a streetscape plan and development of a Site Improvement Grant Reimbursement Program.
